SUPPLIES FROM THE BAG
- Paper plate (9-inch coated)
- Scissors
- Glue stick
- White tissue paper (cut into 1″ squares)
- Yellow construction paper
- 2 Large googly eyes
- Eagle craft printable template
Every item on this list is part of the master list of basic craft supplies that we use for every single creative project on this site. It really is amazing how much creativity comes out of so little. And it’s also amazing how simple this makes crafting with your kids. Once your bag is filled, you are ready to make hundreds of crafts without an extra trip to the store or additional prep. It’s like finding time you never thought you had.
Step 1: Use the Bald Eagle Craft Template
- Print the Bald Eagle craft template.
- Use it as a guide to cut the eagle head out of a paper plate.
Step 2: Add Feathers to Your Eagle Paper Craft
- Starting at the bottom, start to layer lines of white tissue paper squares onto the bald eagle craft.
- For the bottom section, leave the tissue paper squares loose on the bottom half so that they appear more like feathers.
- For the top part, glue the pieces down more securely.
*I typically like to use the disappearing purple glue sticks, but for this project I preferred a clear glue stick.
Step 3: Cut the Beak Out
- Again use the template to cut the eagle’s beak out of yellow construction paper.
- Fold it on the dotted lines.
Step 4: Put Together Your Paper Eagle Craft
- Place glue on the folded tabs of the eagle’s beak.
- Then put the beak in the middle of your eagle craft and press it firmly to secure.
Step 5: Add Eyes to the Eagle Craft
- Last, put the googly eyes in place. If you prefer, cut some eyes out of construction paper to use instead.

To simplify the time and skill that it takes to make this craft, skip step 2. Of course, I also wanted to add a little bit of personality and gave this bald eagle a bow tie.
Now that you know how to make this awesome craft, just think of all the ways you can use it. Treat it as a decoration for the next patriotic holiday, like Independence Day. Or put a stick on it and treat it like a puppet. Make up a story and put on a show. Use a 6″ plate and make baby eagle crafts too.
Not all crafts are great for toddlers. And any craft that you do with a toddler is going to require more supervision and some hands on assistance (though be careful not to take over. Please let them be as independent as possible, even if it means making some mistakes and the craft not being “perfect” by adult standards. Trust me on this.) Crafts like this one that use little pieces of tissue paper are absolutely perfect for working on fine motor skills for little ones.
Plus, if you place those little pieces on the opposite side of your child’s preferred hand and encourage them to reach across, you can also be working crossing midline.
